Construction licenses

The questions of construction licensing are particularly regulated by the decree of the Council of Ministers of the Republic of Belarus № 1386 October 20, 2003 “About the approval of the regulation about licensing of the design and construction of buildings and structures of the first and second degree of responsibility and engineering prospecting for these purposes”.

The body competent in the problems of such licensing is the Ministry of architecture and construction.

Construction licenses are necessary for:

A new construction;

Expansion;

Renovation;

Restoration;

Technical re-equipment and overhaul of buildings and structures.

All other cases don’t need licensing.

Besides, the decree of the Council of Ministers № 1386 provides the list of activities, realization of which needs construction licensing. Licensing necessity doesn’t depend on the function and departmental identity of buildings and constructions.

The licenses provided by the Ministry of architecture and construction are valid on the whole territory of the Republic of Belarus.

The license is valid for a period of 5 years. The duration of validity can be renewed for 5 more years upon the application of the licensee.

To receive the licenses by the Ministry of architecture and construction it’s necessary to provide:

The data about the staff and professional qualification of the management, specialists and workers employed permanently;

Documents with the data about the system of management and quality control of works and services included in the licensable activity;

Copies of the certificates of managers and specialists of knowledge control regarding the questions of labor protection in the field of construction;

The regulation about the system of management of labor protection in the organization;

Copies of qualification certificates of managers and specialists who are personally responsible for the realization of work and services mentioned in the application;

Other documents.
