The state hygienic regulation is the definition of sanitary-hygienic and antiepidemic requirements to the processes of production and use of products, substances, materials on the basis of the toxicological-hygienic investigations or the scientific analysis of sufficient information (including permission, restriction or prohibition of their production and use), identification of maximum permissible limit of the content of harmful substances and (or) the influence of harmful substances, the factors of human environment and the methods of control in order to prevent their adverse effect on the human organism.
The state hygienic registration is the system of record of products, substances, materials produced for the first time in the Republic of Belarus or brought from abroad, that are recognized as conforming to the requirements of sanitary rules on the basis of expert estimate of the documentation and laboratory investigations.
The state hygienic registration of products is realized to reveal the properties of the products which are dangerous for human life and health, to evaluate the conformation of the products, the conditions of their manufacture and turnover to the requirements of sanitary rules, norms and hygienic standards, to prevent harmful influence on human health during their production and use.
Moreover, hygienic evaluation can be realized regarding parcel of goods as well as lot of products since the hygienic registration covers very different fields of production and services.
If the imported foreign products need hygienic registration and certification, the hygienic registration comes before the procedure of certification.
The following products are not subjected to the state hygienic registration: Food products of national production with limited (to 30 days) expiration date and (or) requiring special temperature storage conditions (+6 degrees centigrade and lower); Products manufactured in the Republic of Belarus under the order and regulatory and technical documentation of foreign firms and meant for export; Exhibitory and advertising specimen products not designated for realization and use in the Republic of Belarus; Second-hand products particularly re-sellable through the shops and commission stores; Collections created by the students of educational establishments of the Republic of Belarus – the participants of the republican festival contest of fashion and photo “Fashion Mill” and international youth fashion festivals. |
